Maritime Administration
1999-Present
XTec supports the Maritime Administration (MARAD) and the
Ship Operators Cooperators Program (SOCP) in its Maritime
IC card project. XTec works with GSA, TSA, and DOT to define
a maritime international standard for identification/verification,
ship boarding, and training certification. This solution
was proposed as a possible replacement for the Coast Guard
"Z" card required by mariners. The Maritime Administrative
Card (MAC) has been demonstrated recently with Department
of Homeland Security (DHS) in its First Responder electronic
identity/attribute trust model spearheaded by the National
Capital Region Coordination (NCRC).
The Maritime Interoperability Demonstration (MID) exercise
was a multi-port preparedness identity management (PIM)
demonstration on July 20, 2006, by the United States Department
of Transportation (US DOT), MARAD, and DHS. Actionable feedback
resulted in meaningful recommendations by project participants.
As the result of leadership, support, many coordinated efforts,
and phone conferences prior to demonstration, participants
felt the exercise was a success.
MID was conducted simultaneously at
four major eastern seaboard public/private ports to include
Port of Baltimore, MD; Port of Norfolk, VA; JAXPORT in Jacksonville,
FL; and Crowley Shipping in Jacksonville, FL. Individuals
at the test sites consisted of MD and VA Law Enforcement,
Florida Department of Law Enforcement (FDLE) Seaport Inspector,
Jacksonville Sheriffs Office, USCG, Army, Navy, FL National
Guard, merchant mariners, DHS, FBI, HHS, private facility
security personnel, public seaport facility security personnel,
and private citizens.
This exercise simulated a communication-out emergency
response environment. Portable handheld readers integrated
with light-weight satellite communications (SATCOM) units
transmitted and exchanged data between ports. Within ten
minutes of the final card reading, all ports had total visibility
of all participants and their access status to include time
in/out and access location. The SATCOM units transmitted
to multiple locations simultaneously using broadband global
area network (BGAN), which was a first ever in the United
States as the Federal Communications Commission (FCC) recently
authorized BGAN transmissions on 6 June 2006.
