GSA Public Services Building (PBS) Smart Card ID Credential

XTec was part of the team engaged by the General Services
Administration (GSA) to deliver and issue a hybrid (i.e.
contact and contactless Integrated Circuit Chip) smart card
ID credential to the GSA associates and contractors. XTec
technology was critical in complying with all deliverables
of the contract. XTec has leveraged its strong relationships
with multiple vendors and strong program management and
integration services to provide GSA with a superior smart
card solution.
XTec provided an AuthentX Card Management system combined
with program management and integration services, which
supplied GSA with a superior card issuance solution. XTec
remains committed to the implementation of standards in
the smart card industry and, as such, all cards offered
to GSA were fully compatible with the GSC-IS.
XTec is still engaged with GSA in
delivering the balance of the cards nationwide as a leading
provider of end-to-end technology integration services.
The company helps clients integrate their technical infrastructure,
application software, operational and business support systems,
and networks, initiatives that typically require sophisticated
program management skills. XTec has leveraged its knowledge
and experience across several Smart Card engagements to
provide GSA with the finest technical personnel. Our ability
to coordinate delivery between the vendor and the Government
is the key to providing GSA high-quality smart cards and
issuance support.
XTec proposed a smart card solution that would fully utilizes
the unique features of smart card technology and leveraged
vendor partner relationships with Oberthur Card Systems,
DataKey, and Phillips. The solution presented several innovative
options that increase the efficiency and effectiveness of
the solution, providing best value to the Government. The
following aspects highlight some of the innovative technologies
that were offered to the GSA Central Office:
- XTec AuthentX™ Credential Management System, a
commercially available product that is a multi-component
system based on the AuthentX™ Authentication Server,
which serves as the core enabler for a rich array of authentication
and credential management services. This product is fully
compliant with GSC-IS and provides a full set of card
issuance, tracking, and revocation services.
- XTec AuthentX CMS Visitor Control System gave GSA the
flexibility to implement it as a stand-alone solution
or as part of complete system that integrates all management
features including access control. The flexibility of
this system allowed XTec to specifically tailor it to
meet GSA’s specific needs.
- DataKey Model 330G smart card is a multi-function cryptographic
smart card containing 32KB of available EEPROM. The 330G
card is GSC-IS compliant and conforms to ISO 7810 and
7816. The card provided was a hybrid with a High Coercivity,
three track magnetic stripe and supports 3DES and RSA
encryption, multiple PINs, and unlimited key files. The
card was one of the first to become FIPS 140-1 Level 2
validated. The DataKey Model 330G card, with the Phillips
DESFire contactless chip, is superior for access control.
- Oberthur Card Systems provides mass personalization
and card encoding. XTec provides Oberthur with complete
encapsulated data files, similar to those received for
commercial credit card issuance, to complete personalization
and encoding in the most efficient and secure manner.
