GSA Boston Tenant Access Control

2003-Present

XTec was awarded the GSA Region 1 Central Issuance contract to provide multi-tenant credentialing and access control for GSA Associates, Contractors and Tenants. GSA has a Memorandum of Understanding in place with over 40 different agencies and tenants of GSA, including Department of Homeland Security (DHS), Environmental Protection Agency (EPA), Office of Personnel Management (OPM), Department of Labor (DOL), and Department of Justice (DOJ), for card enrollment and issuance across multiple physical locations and physical access control.

As a solution XTec proposed a smart card solution that fully utilized the unique features of smart card technology and leveraged the solution provided to GSA for the agency’s Centralized Issuance program.

  • XTec’s AuthentX™ Credential Management System (CMS) Module: The CMS is a commercially available, multi-component system based on the AuthentX™ Authentication Server, which is the core enabler for a rich array of authentication and credential management services. The system contains PIV workflow to manage the end-to-end process and supports PIV roles for security and process flows. XTec currently hosts the AuthentX CMS for GSA Tenants at our own facilities.
  • XTec AuthentX™ Access Control System Module: The AuthentX Access Control System is at the heart of the physical and logical convergence of access control.
  • XTec AuthentX™ Central Issuance System Module: Our partner, Oberthur Card Systems provides mass personalization and card encoding for XTec. XTec provides Oberthur with complete encapsulated data files, to complete personalization and encoding in the most efficient and secure manner.
  • As a result of XTec’s implementation of AuthentXTM, GSA completed a mass enrollment effort of 4,000 credentials within a three week timeframe. Additionally, by implementing one centralized credentialing infrastructure that supports multiple agencies, standardized credentials are issued across GSA and for all its tenants, increasing security.

XTec supported GSA’s Tenant mass enrollment effort and continues to assist in the day-to-day enrollment. GSA is currently issuing tenant’s credentials in the JFK and O’Neill buildings. Each tenant has their data segmented and secured, allowing, for example, a DHS person with a particular role to only access and manage their employee’s data. Hierarchies are set up for multiple agencies and, in some cases, within an agency.
