Department of State: IDMS/CMS & PACS

1998-Present

The XTec Team provides the State Department with a flexible and cost-effective solution for new employee and contractor smart card credentials. XTec is currently supporting the deployment of the system to over 130,000 State Department employees. With the implementation of this physical access system, the State Department was one of the first agencies to follow the GSA Interoperability Specification and has been a leader in HSPD-12 compliance. XTec serves as Department of State’s HSPD-12-approved systems integrator. The PIV-II cards are used the way HSPD-12 intends; the cards serve not only as smart card identification badges, but have the background investigation behind their issuance and are use for physical access. Department of State is also issuing and managing credentials for 9 other agencies, including Peace Corps and USAID.

“This was not about issuing a new FIPS 201 card. With State Department using smart cards since 1998, our first card issued had to work across the enterprise. Department of Labor: HSPD-12 PIV-II Solution

2006-Present

XTec worked with Department of Labor to design, develop, and implement the AuthentX Credential Management System to meet the aggressive Homeland Security Presidential Directive 12 (HSPD-12) Personal Identity Verification Part II (PIV-II) deadline of October 27, 2006. PIV-II badges are being distributed to new employees and contractors, with FIPS 201-compliant processes and technology. XTec is pleased to have helped DOL meet their ambitious goal and continues to work with the Agency as they deploy to their workforce nationwide.

The HSPD-12 solution in-use at Department of Labor includes a system with full Authority to Operate (ATO) based on completed Certification and Accreditation (C&A), an interface with OPM to electronically submit fingerprints, and FIPS-201-compliant PIV-II cards (in which the primary and secondary fingerprints, as well as a PIN, are stored on a chip in the card). The XTec supported DOL in project management (including a Project Plan with Work Breakdown Structure and Earned Value Management), communications, and training on the new card management system.

U.S. Department of the Navy, Commander, Naval Installations (CNI) - ENABLER

2002-Present

XTec customized AuthentX for the Navy to be utilized as a CAC web-based application enterprise infrastructure that includes central and hierarchical management techniques, interoperable solutions, industry standard options, and maximum use of current Navy infrastructure. The Enterprise Network, Application, Data Base and Logistical Enabler (ENABLER) provides one point of interface for authoritative data sources that all applications can use to search, retrieve or store data.

The XTec Enabler application met the basic requirements for an enterprise level smart card credential management system. This enterprise system is designed to provide millions in savings to the Navy’s Commander Naval Installations (CNI) by dramatically reducing the number of client based credential applications. It will also afford CNI enterprise level control over the business processes by standardizing the interoperable protocols among enterprise level and legacy applications. More…

Air Force Tactical Application Center (AFTAC): Security and Access Control

2006-Present

XTec is helping the Air Force secure their Tactical Application Center at Patrick AFB in Melbourne, Florida. Leveraging the existing Common Access Card (CAC) used by DoD, XTec is installing the AuthentX Access Control System and CAC-enabled X9907 readers for the perimeter of the Air Force Tactical Application Center, with fiber optic cable and an internal LAN. Complementing the Access Control System are CCTV cameras. Eventually, the Air Force Tactical Application Center plans to utilize XTec and the CAC to control physical access to enter the facility and within the premises.

National Science Foundation: HSPD-12

2006-Present

XTec helped the National Science Foundation improve their identity management through HSPD-12. NSF successfully met the PIV-II deadline for issuance of smart cards before the October 27, 2006, date.

GSA Public Services Building (PBS) Smart Card ID Credential

2002-Present

XTec was part of the team engaged by the General Services Administration (GSA) to deliver and issue a hybrid (i.e. contact and contactless Integrated Circuit Chip) smart card ID credential to the GSA associates and contractors. XTec technology was critical in complying with all deliverables of the contract. XTec has leveraged its strong relationships with multiple vendors and strong program management and integration services to provide GSA with a superior smart card solution.

XTec provided an AuthentX Card Management system combined with program management and integration services, which supplied GSA with a superior card issuance solution. XTec remains committed to the implementation of standards in the smart card industry and, as such, all cards offered to GSA were fully compatible with the GSC-IS. More...

GSA Boston Tenant Access Control

2003-Present

XTec was awarded the GSA Region 1 Central Issuance contract to provide multi-tenant credentialing and access control for GSA Associates, Contractors and Tenants. GSA has a Memorandum of Understanding in place with over 40 different agencies and tenants of GSA, including Department of Homeland Security (DHS), Environmental Protection Agency (EPA), Office of Personnel Management (OPM), Department of Labor (DOL), and Department of Justice (DOJ), for card enrollment and issuance across multiple physical locations and physical access control. GSA Philadelphia Access Control

2004-Present

XTec was contracted to provide GSA Region 3 (Greater Philadelphia) with a modern LDAP-based Access Control System that is networked based. Because IP is the most widely used open network architecture, GSA Region 3’s security access control system was implemented with a state-of-the-art open architecture whose key network components are able to be purchased with off –the-shelf-technology. Maritime Administration

1999-Present

XTec supports the Maritime Administration (MARAD) and the Ship Operators Cooperators Program (SOCP) in its Maritime IC card project. XTec works with GSA, TSA, and DOT to define a maritime international standard for identification/verification, ship boarding, and training certification. This solution was proposed as a possible replacement for the Coast Guard "Z" card required by mariners. The Maritime Administrative Card (MAC) has been demonstrated recently with Department of Homeland Security (DHS) in its First Responder electronic identity/attribute trust model spearheaded by the National Capital Region Coordination (NCRC).

The Maritime Interoperability Demonstration (MID) exercise was a multi-port preparedness identity management (PIM) demonstration on July 20, 2006, by the United States Department of Transportation (US DOT), MARAD, and DHS. Actionable feedback resulted in meaningful recommendations by project participants.
